The Collapse of the 28-Clause Peace Initiative for Ukraine: Why Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the tension triggered by the announcement of a new 28-point plan for achieving ceasefire appeared – temporarily – to have been defused. A senior US official spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Moscow made its response: another massive barrage of missile and drone strikes on Kyiv.

The Rhythm of Peace Talks and Military Action

The succession of opposing developments captured the bleak nature of the recent timeframe. By day, negotiation efforts are conducted: hopeful statements are released from various governments. Immense energy is allocated on containing specific proposals. By night, Russian leadership brutally reminds the world that, for them, conflict continues to be the key method for achieving "resolution".

Nocturnal Warfare

As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is capable of detecting projectile deployments from across the border, a capacity afforded by up-to-date information. From vantage locations, defense planes that had been deployed to intercept incoming guided weapons flew past – modern combat jets supplied to Ukraine by Western partners.

Soon thereafter, Kyiv's missile defense engaged: several firings targeted at a Russian ballistic missile. This was a modern interception technology at work, presumably delivered by Western nations. Every deployment creates sudden vibrations, rattling buildings. The instant of fear quickly transforms into resigned acknowledgment: possibly the incoming missile won't hit its mark this time, protecting urban areas from catastrophe and further power outages.

Persistent Threats

Soon after, a heavy machine gun engaged a unmanned aircraft in the vicinity, part of a mobile-fire group – most likely Western-made equipment. Sadly, the shots failed to hit the opposing UAV – it maintained course toward its objective.

Periodically, this persisted until dawn. Kyiv faced the morning news: multiple fatalities, destruction and infrastructure problems in numerous residences as a result of the nocturnal offensive. As always, everyone still maintained normal activities – experiencing conflict. But those full day demonstrated Ukraine's essential dependence on external assistance – a reliance that regional partners are clearly incapable to replace in the immediate future.

Ineffective Peace Efforts

The comprehensive proposal from US administration generated strong feelings, discussion and deep concern – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and multilateral gatherings.

Every new approach from US leadership follows the identical sequence: a political offensive against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually win the battle. This trend will, undoubtedly, endure.

Tactical Assessments

It is tempting to accuse particular leaders of consistently pushing Russian terms. But that does not seem to be the complete picture. US administration works based on a principle familiar among international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The White House believes that it is impossible to pressure the Kremlin to abandon the areas that it already controls in Ukraine's south or east.

The challenge is that while acknowledging this situation, American administration does nothing to deter Moscow, through words or deeds, from thinking that the current condition will not change more in its advantage in the coming year.

Opposing Positions

Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its supporters are approaching exhaustion. Their incentive to agree to terms that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to stop fighting, but they will carry on as long as Russia's leader remains completely certain in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, slowly losing lives and land but preventing a complete military breakdown until conditions improve in its favour.

Existing Situation

Realistically, there are no actual prerequisites for a armistice. Now, subjective factors are becoming relevant: personal goals to mediate resolution and achieve global acclaim, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unworkable, so that their focus does not shift toward domestic problems. And although their mission will now be significantly challenging after recent developments, it remains very improbable that this will alter their fundamental strategy.

These opposing factors are guiding negotiations.

Conclusion and Outlook

It took a just a single week to kill the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, opposition by Ukraine and the other European countries, along with soothing efforts of negotiators, and finally, current information leaks, all did their job.

While new proposals based on previous concepts are forthcoming, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to change the course of events, if they maintain solidarity and improve their protective measures at a much faster pace. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the predictable period, mainly require ongoing international assistance.
